It is my singular honour, to warmly welcome you all to the 27th Ordinary Session of the National Consultative Assembly.

Tinokugamuchirai kumusangano wedu we NCA. Siya lamukela lonke kumhlangano wethu we NCA.

I recognise and commend your unwavering commitment to our Party’s programmes and schedule of events.

We thank Almighty God for granting us the opportunity to gather once again, following our last meeting, as per our Constitution, in December 2025. Many events have occurred since then, in our Party, the nation and indeed across the world.

Our colossal revolutionary mass Party remains unwavering in its commitment to the empowerment and an improved quality of life for our people.

The modernisation, industrialisation and broader national development agenda of our beloved motherland, Zimbabwe, continues to gain momentum.

Unity among our people is stronger, peace prevails and democracy is being consolidated. Our revolutionary Party-led Government is realising practical results that impact on the day-to-day lives of the people. We have a lot to be thankful for, as a nation and Party.

Sadly however, we continue to lose many gallant sons and daughters of the soil who fought in the armed liberation war and served the Party and country with dedication, persistence and consistency.

I now invite us all to observe a minute of silence in their honour and memory.

May their dear souls rest in eternal peace.

Comrades;

Our gathering comes as we continue to commemorate the life and rich legacy of the late “Father Zimbabwe, Chibwe-Chitedza, Umdala Wethu, umaFuku-fuku” Cde Joshua Mqabuko Nyongolo Nkomo.

His unwavering dedication to the liberation of our country, national unity and social justice remains a source of inspiration to our Party and the nation at large.

Taking a leaf from Umdala Wethu, it is critically important that we continue to espouse and defend the gains of our liberation struggle. More so as many of us gathered here, lived through the struggles, sacrifices and triumphs that brought our nation to where we are today.

Your experiences, wisdom and institutional memory, therefore, will continue to be harnessed as a guiding political compass for our Party.

I call upon the Party, through the Secretary General’s Office and relevant departments, to develop a modern and comprehensive archive that captures the history of the Party and its key actors.

Comrades;

The National Consultative Assembly occupies a special place within our Party structures and serves as an indispensable advisory organ, constituted under Article 11 of the Party Constitution. We count on your collective leadership, wisdom, experience and patriotism to help in shaping the direction of our revolutionary Party and beloved motherland, Zimbabwe.

Drawing from the vast institutional memory of this august body, I, call upon you, my fellow comrades, to carry on providing the necessary and timely ideological clarity to the rest of the Party organs.

This meeting follows the Sessions of the Politburo and Central Committee, which reviewed progress of both the Party and Government. It is critically important that we emerge from this NCA meeting with recommendations for the period ahead towards bolstering ongoing efforts to consolidate Party membership growth and dominance in the country’s body politik.

This is particularly critical as we scale up the preparation for the 23rd National People’s Conference which will be held in Mashonaland West Province.

Over the intervening period, the Party has undertaken far-reaching programmes aimed at consolidating organisational effectiveness, sharpening ideological orientation and advancing policy implementation.

Capacity-building seminars were successfully conducted for members of the Politburo, Central Committee and other lower structures, to enhance leadership performance, as well as deepen ideological consciousness.

To support these programmes, Party Departments have held more workshops to equip all Party organs with skills to mobilise and perform their constitutional duties in a manner that produces the best results for our people at the grassroots level.

I commend us all for the leadership we continue to provide towards the success of our Party programmes and activities. The successful hosting of the Annual National Cell Day on 27th June 2026 serves as a reminder that vibrant grassroots structures remain the bedrock of the Party.

The Party’s new empowerment models have seen programmes for the members of the Women, Youth and War Veteran’s Leagues leading to greater self-reliance, economic inclusion and a higher quality of livelihoods.

ZANU PF is a Party with a history; a Party of the present, and the future. The world is increasingly embracing research, technology and innovation. Our mass Party is, therefore, appropriately responding to new technologies and the possibilities it presents. We are advancing efficiency, communication, data management and service delivery, within and across all Party structures.

I urge Party members to continue embracing technology and apply it wisely for the betterment of our Party, for humanity and our great country. ZANU PF is modernising; we are here to stay.

As our late national hero and Vice President “Cde Mzee” Simon Vengesayi Muzenda once said, ‘ZANU PF ichatonga kusvikira madongi amera nyanga’. This generation will do its part to realise this dream.

Comrades;

The last Session of the Central Committee held yesterday the 2nd of July, witnessed the full operationalisation of Standing Committees of the Central Committee.

All the Eleven Standing Committees, that are provided for in the Party Constitution, held meetings in the intervening period. Reports were submitted during yesterday’s plenary session, along with well thought-out policy recommendations, for implementation by both the Party and Government. This marks yet another notable milestone in strengthening intra-Party democracy and accountability.

As we build a prosperous and empowered Zimbabwe, our Party-led Government will remain steadfast in advancing policies and programmes which “Put the People First”

.

Initiatives that ensure skills development, entrepreneurship, innovation and employment creation, will be pursued for our young people in both rural and urban areas. Focus will remain on uplifting the quality of life and service delivery for all communities. No one and no place will be left behind.

To date, I am pleased that our vision for people-centred development is positively impacting lives. In all areas of the country, projects such as roads, dams, schools, health facilities, irrigation schemes, mining and industrial development are there for all to see.

More work lies ahead; the Party will not rest or relax. Under the Second Republic, the ZANU PF machinery is moving full speed ahead to guarantee that our people are more prosperous, and our nation modernised and developed. Brick by brick, stone upon stone, we will never tire in the ongoing work to build our country.

Nola inovakwa, inotongwa, intonamatirwa nevene vayo. Ilizwe lakhiwa, libuswe, likhu-le-kelwe ngabanikazi balo.

As a hard-working people, and a united and peace-loving nation, from Plumtree to Mutare, Beitbridge to Chirundu, let us always celebrate every development success we realise, regardless of its location. Development in any part of Zimbabwe, is development for all Zimbabweans.

My Fellow Comrades;

The Second Republic is accelerating the roll-out of the rural industrialisation agenda as a key pillar for inclusive national development.

Through Village Business Units and promoting the ‘Dam as an economy’ concept, we are taking opportunities, industries and markets directly to our communities. We will continue to implement programmes to equip women and youth, with knowledge and competencies, required for them to meaningfully participate in the modern local and global economy.

Members of the National Consultative Assembly, and leaders within our communities, have a duty to ensure that these development programmes and opportunities benefit all our people. ZANU PF is a ‘Party for the people and by the people’. Under our revolutionary movement, development knows no region or social status.

Every Zimbabwean has a right to benefit from the nation’s ongoing economic development initiatives, projects and programmes as well as our rich natural resources.

Under my leadership this is guaranteed. Munhu wese anekodzero yekuwana zvekushandura hupenyu hwake, muno munyika yedu yakasununguka. Bonke abantu baza phathiswa ukuguqula implilo zabo.

So far, the Second Republic is registering achievements across key sectors of the economy. Increased production of wheat, tobacco, cotton and horticultural products has enhanced national food sovereignty and improved household incomes. This winter season, we are expecting another record-breaking winter wheat harvest.

These are all results of our Party’s policies and support for the agriculture sector and the economy as a whole.

Congratulations. Makorokoto. Amhlophe.

Programmes for irrigation development, mechanisation, and climate-smart agriculture will be intensified in line with our commitment to sustainable agricultural production and productivity.

The mining sector remains one of the key drivers of economic growth. In line with our Party’s Congress and Conference Resolutions, investments in lithium, gold, platinum, coal and other critical minerals are expanding production, with emphasis on local value addition and beneficiation. Tinoda kuti zvicherwa zvedu zvivandudzwe muno munyika, vana vedu vawane mabasa, nyika iwane mari.

Comrades;

On the international front, Zimbabwe’s successful election to the United Nations Security Council for the 2027-2028 term is a significant diplomatic achievement.

It serves as a testament to the confidence that the international community has in our country’s principled contribution to international peace and security.

Equally, Zimbabwe is preparing to assume the Chairmanship of COMESA later this year.

During the intervening period, Zimbabwe has continued to bolster bilateral relations with African countries and international partners towards deepening cooperation and translating diplomatic goodwill into practical economic partnerships for national development.

My Fellow Comrades;

As we conclude these mid-year meetings and return to our respective Provinces; let us remain guided by the enduring values and principles of our Party.

Unity of purpose, patriotism, discipline, loyalty and commitment to servant leadership, should remain embedded in the character of our ZANU PF Party.

These principles have sustained us throughout our rich history and must continue to define the conduct of leaders and the generality of the Party. We are, as a Party, at the forefront of addressing the challenges faced by our communities.

All members are urged to take on the duty of promoting unity and preaching peace. The Party must grow from strength-to strength. Party mobilisation is everyone’s responsibility.

The work of realising a better quality of life, is ours together. The Party must be exemplary, remain close to the people and work tirelessly to deliver on the promises of a prosperous, united and empowered Zimbabwe.

During the meeting, we will receive more comprehensive reports on the State of the Party and the Economy as well as the programmes and activities being undertaken by the Women, Youth and War Veteran’s Leagues. I invite us to debate openly and honestly. Feel free, fellow comrades, to constructively evaluate our progress and proffer practical solutions to the gaps we identify.

With these remarks, it is now my honour and privilege to wish us a productive meeting and to declare this 27th Session of the National Consultative Assembly, officially open.
